The Metaweb Charter proposes the establishment of the Meta-Layer Guild, a stewardship-oriented institution dedicated to guiding the emergence of a civic and cognitive layer above the webpage capable of supporting collective intelligence, contextual trust, democratic coordination, and safe human–AI coexistence. Drawing upon the intellectual foundations of Douglas Engelbart’s augmentation of human intellect and Pierre Teilhard de Chardin’s concept of the noosphere, the charter frames the meta-layer as an evolving form of public-interest infrastructure for planetary-scale coordination and shared cognition. The document outlines principles for interoperable overlays, composable governance, contextual trust architectures, participatory standards processes, and evolutionary stewardship while rejecting extractive digital models rooted in surveillance, manipulation, and centralized cognitive control. Emphasizing openness, plurality, reflexivity, and civic accountability, the charter presents the meta-layer as a foundational coordination substrate through which humanity may strengthen its ability to think, deliberate, learn, and govern together under conditions of accelerating technological complexity.
